西周的厉王生活奢侈，残酷的压迫和欺压人民。当时有位忠臣叫凡伯，常常冒死劝谏，希望厉王能改邪归正，但是他不但得不到厉王的重视，反而被奸臣所嘲笑。

      凡伯眼看着渐渐衰弱的国势，内心格外焦急，于是就写了一首诗警告这帮小人。诗的大意是说：不是我老了，才说这些不该说的话，而是你们把忧患的事情当做儿戏。忧患还没有到来的时候，还能够防止；但是，一旦忧患越来越多，那就像让火焰熊熊燃烧一样，就没有办法补救了。果然，不久老百姓把周厉王赶到了很远的地方，再也没让他回来过。
